Excise and Tax Stamps

Excise tracks duty on excisable products that leave the plant, and the GRA tax stamps you put on them.

Excise rates for 2026 are not confirmed in SikaBooks. Every rate and start date is yours to set. Check them with GRA before you file.

Where to find it: Sidebar > Insight > Reports > Excise and tax stamps

Who can do it: Manage manufacturing excise to change anything. Reading the page needs that permission or View production costs and margins. The page is offered once the business has an excisable product or you manage excise.

16.1 Setting Up Excise Products

  1. Click Configure excise products
  2. Under Add dated excise settings, choose the Product and Start date
  3. Set Excisable to Yes, or No, from this date
  4. Enter Rate % and Ex-factory price
  5. Choose the Plant location
  6. Choose Stamp required: Not needed or One per unit made
  7. Click Save excise settings

Each change needs a later start date. Earlier settings stay in Excise setting history. Excise posts to 5180 Excise duty and 2180 Excise duty payable, or the accounts you choose in Settings; both are created the first time they are needed.

16.2 The Monthly Report

Choose the Month and click Filter. The page shows Excise due, Stamps on hand and Stamps spoiled, then Excise by product: Rate, Stamp, Ex-factory price, Made, Left the plant and Excise due.

Excise due = units that left the plant × ex-factory price × your rate. For illustration only, 1,000 bottles at a GH₵2.00 ex-factory price and a rate you set of 10% gives GH₵200.00.

"Left the plant" counts physical sales, dispatches and transfers out of the plant location, each stock movement once. A job delivery and its later invoice do not double the duty. A linked return to the plant reduces departures; voiding the return restores them. Sales from shops away from the plant are excluded.

16.3 Posting, Versions and Reversal

  1. After the month has ended, click Post {Month} excise and confirm
  2. The return keeps a snapshot of its rates, quantities and due. With Accounting it posts Excise duty, {Month Year} (reference EXCISE-YYYY-MM), Dr 5180 / Cr 2180, dated the last day of the month

Clicking again reuses the same return. To correct it, open Reverse this return, enter a Reversal date on or after the month end and a Reason, and click Reverse return. The original return and a linked reversal journal are kept. Then post a new version for that month. Every version and reversal stays in Return history.

Manufacturing month locks and Accounting period locks apply. A return saved while Accounting was off can be posted once after Accounting is enabled, with Post saved return to Accounting. Reversing a posted journal needs Accounting.

16.4 The Stamp Ledger

The Stamp ledger shows On hand, month start, Received from GRA, Put on units made, Spoiled on the line, Should be on hand, month end and Counted. Stamps by batch lists the serial ranges kept with each batch.

Under Record stamp activity:

  • Received from GRA — Date received, Serial prefix, First serial number and Last serial number, then Record receipt. The quantity is the inclusive range. Ranges cannot overlap, including ranges with leading zeroes
  • Spoiled on the line — Date spoiled, Quantity spoiled, an optional Batch or By-product receipt, and Reason, then Record spoiled stamps
  • Count stamps on hand — Count date, Quantity counted and an optional Note, then Record count. A count records evidence and a difference; it never changes the stamp balance

16.5 Stamps on Output

Receive stamps before recording stamp-required output. Output uses one stamp per good unit, from the oldest receipt first, and keeps the serial ranges with the batch. Stamp-required output must be whole units. Excisable by-products also count as made and use stamps when the batch finishes. Partial output uses its stamps once; a retry never uses them twice.

If there are not enough stamps, the output is refused with "Not enough stamps received by this date. Record the GRA receipt before recording stamped output or spoilage." Nothing is saved. Stamps used on units later scrapped or cancelled stay recorded as used.
